Die bevölkerungsnahe Polizei(-arbeit) und ihre Grenzen
Abstract
Hardly any police force in Switzerland operates without referencing its closeness to the population. Yet, as frequently as the term "closeness to the population" is used, it often appears equally devoid of meaning. With few exceptions that go beyond vague generalities, police organizations fail to specify what exactly is meant by "closeness to the population." So, is community-oriented policing merely a chimera — a projection surface for an imagined "better" form of policing? This paper seeks to give shape to the concept of community-oriented policing, examines it in the context of Swiss police law, and highlights which aspects are feasible in Switzerland and which obstacles hinder their implementation.
